Problems with picture when converting ntsc>pal

When converting NTSC avi films to PAL mpeg they run fin, but seem to stutter every 2 seconds or so.

If i convert from ntsc avi to ntsc mpeg it plays fine ?

Does anyone have a fix ?

I use tmpenc to convert.
