Jailbreaking wasn't illegal, so that sentence makes no sense at all.

What this really means is that Microsoft paid a ton of money to a broke developer in order that he remove features from his jailbreaking tool to prevent the potential installation of pirated apps (in the process, they will also block the installation of blocked apps, and they will make it a real pain in the *** to test apps).
