U.S. State Department cancels Kindle order

The U.S. State Department has withdrawn their order to buy $16.5 million worth of Kindle Touch devices and Amazon services.
Agency reps say they intend to "conduct additional market research" in order to re-examine the requirements of the program.
There is still a chance the agency will purchase again, after the extra research is done.

Uuuhm... Call me silly, but I was under the assumption that once the tit-for-tat dance of all the vendors had been done, all the bidding wars completed & the contract had been signed, the government was pretty much obligated to fulfill their side the deal.
I mean that was the whole reason for doing the long drawn out bureaucracy in the first place. It's why nothing ever gets done in a timely fashion 1st place as it is. So have I missed something here?
Corporate America has now bled over into government spending habits too? "Sure we'll buy from you! Where do we sign? Now piss off!"
Sounds/feels like Romney/Bain Capital took office years ago.

i hope if the agency even trys to purchase again they get locked into a contract they cant get out off.
