Well pretty much any authoring program will let you build a DVD Menu. It will take you quite a while though if you are a newbie to get used to menu production so your first menu's will look strange like all of ours :-) lol
My recomendation is DVD-Lab Pro! Comes with a very nice manual that covers its menu creation.
Good luck!
Also, other options are TMPGEnc DVD Author, Sonic MyDVD, Intervideo WinDVD Creator and many more, check the software section!

Speedman, don't forget Nerovision express(NVE) in Nero Ultra 6. Easy to use and lets you preview your movie with a software remote control before you burn. It comes in Nero Ultra 6, a complete video and audio package on sale at eagletronics for 49.00(normally 99.00)
i also really like DVDLab, harder to use, more options, costs 99.00.(30 day trial)
Good luck....

DVD-Lab might be a little harder than its competition but in practice its much better. Especially if you have the Pro version with capability to create proper VGM menu's. A lot of DVD Players don't support VTS menu's, so its a nice little add on!

Ummmm... I was under the impression it was available when I bought mine(only 2 or 3 weeks ago). I may have misunderstood. I've got a video project I'm working on for xmas for some family members and I wanted more than what NVE had to offer. I am incorporating fasfrank's help (altho he may not be aware to what extint LOL). Am I going to have a problem playing these on standalones?

LOL, well, what I mean is I'm making a DVD using DVDLab for my menu. I'm gonna do some fade ins and music, custom footage, etc.
You mentioned VGM playing over VTS in standalones. It's not gonna do me much good to make this if it stands a chance of not playing in other's DVD players. So, will I be better off to wait for pro?
I'll look pretty foolish if I give these out and none of 'em work. Not that I don't appear foolish most of the time anyway, but no reason to add fuel to the fire! lol

LOL, well, unfortunately, it can. I was going to make about 40 copies and send them out to family members. It is a compilation of family activities(golf tournaments, deep sea fishing, barbeques, etc.) over the course of the past couple of years and all I need is to have 'em not playing in a bunch of standalones. I've got til xmas, do you think pro will be out soon? Shouldn't I be able to upgrade for a nominal sum?

Unfortunately, I don't believe you can which is why I use DVDRebuilder for the longer movies and think it is one of the "best programs ever".
I have only used dvd2dvd-r once because I wanted to check out it's quality and tho the pic was excellent if I am not mistaken(and I could be, it wouldn't be the 1st time)you can do only "main movie only".
Since I like menus and some extras I prefer Rebuilder/CCE using DVDRemake to edit my menu and extras.
I will say if you just want movie only dvd2dvd-r's pic was excellent.
