Microsoft has confirmed that the anticipated Windows 8.1 update will begin to roll-out on October 18. Windows 8.1 will start rolling out worldwide as a free update from 12:00am on October 18th in New Zealand (4:00am October 17 in Redmond) through the Windows Store.
