Considering Destiny has been in development on last gen systems, boasting about it getting 1080p is relatively moot.
your new console cant even handle a game @1080p with last gen textures and performance models without sacrificing features now, what kind of self inflicted hardware crippling can i look forward to in the Xbox 1's golden years.

Where in the interview was there ever anything said about 1080p/30 fps? Maybe I missed the answer that stated that.
You mean that Xbox one can't handle this game at 1080P/30fps?
it was originally not going to be on Xbox One, then Bungie changed there minds on the whole "if it cant run at 1080p we don't want to release it on that platform" ideology. it was original slated to be run at 720p, later there was also a mention of some off 9xxP resolution. with these "feature reductions" it should be able to theoretically push out 1080p.
However this all depends on if Bungie wants to use this new kit or not and i see no reason why they would. why would they go out of there way to improve a product for the people that bent them over and screwed them not only out of millions but also there flagship IP.
