theres no need for this at all because they will just change there ip addresses and proxy servers to u.s one's and canadian ones and tell your block to go $%#@ off a cliff you are not going to stop them if you want to why haven't you just shut down the site Duh.

I am not so sure about US servers. Apparently even US based VPN aren't allowed bittorrent protocol.
