There really should be no restrictions at all, since it was Sony's fault in the first place that they didn't have stronger security measures in place to combat hackers. They should seen this coming a long way, but when money or profits cloud the mind set of a major company, sadly, we see the result of what happens when ignorance takes place.

Sony needs to provide some goodwill to it's customers. It shouldn't cost them too much to offer people a free game or two.
