How much does DVD+R and DVD-R and DVD+R DL actually store according to the Windows Explorer screen?

Supposedly it's 4.7 for single layers and 8.5 for dual layers. However, I noticed at Tomshardware.com <<http://www20.tomshardware.com/storage/20040707/dvd_recording-01.html>> that dual layers only store 7.96 gigs and single layers store 4.36 gigs.

Does anyone know the exact number? I am trying to burn a bunch of .avi files that total 4.44 gigs listed on Windows Explorerer and when I click on details, it is roughly ~ 4.72 gigs. And if 4.36 gigs is the max per single layer DVD, that would be quite annoying.
