Six teenagers in the UK have been released on bail after being accused of using the Lizard Squad's cyberattack tool to take down multiple sites and services.
The teens are accused of attacking a national newspaper, a couple of gaming companies, online retailers and a school.

If I recall, that relies on only your computer, and many people doing it at once. LizardStresser relies on a much much more powerful either server or, more likely, botnet. Regardless of how it's operated, LizardStresser is far more robust and requires less of an organized effort.
Also, LOIC includes your IP in every single packet it sends, and VPNs will be quick ban your account and sell you out since it's a very obviously identifiable and traceable crime. I think that's how Lulzsec got caught...and this is all straight from my ass, so citation needed.
