is there other tools besides ifoedit to create vob file set as the ones created with ifoedit do no tseem to work in roxio dvd copy or elby clone dvd 2

Rejig will do it. The interface is the same as IfoEdit, but the actual code that creates the DVD files is different.

If that doesn't work, you could try opening the authored files with DVD Shrink and making a copy with no compression.
