you don't need to be on 2 Meg Ω setting you need to be on a 0-10 Ω type setting. at the higher settings your meter is applying more voltage to the circuit in an attempt to read through the higher resistance implemented in the circuit.
your looking for a short, a short is 0 Ω and with the meter set to read 2 meg it can read the internal resistance of the chip, it's a semi-conductor material and will therefore give resistance readings across different legs, applying to much voltage can reverse bias or over current circuits internal of the chip and destroy them.
I'd only suggest removing the chip if you KNOW your able to put it back on properly. if you found it difficult in the least kind of way to solder to the bios legs then reattaching the chip is going to prove even more difficult to you as it will require soldering of each and every leg on the chip, without bridging any of them.

The range for my multimeter includes: 200,2K,20K,200K,2M. I should set it to 200 right? Since that is the lowest and I should be getting a reading from any pair of pins right?

yes use 200, and your looking for shorts, you may get readings from some pins as they do have chip internal resistance, but no shorts from one pin to the adjacent.

Okay.. Still no video.. I check every single pins and no bridges. I also don't smell anything buring on the board so I don't think the BIOS chip is fried. Any other suggestions other than buying a new one? :(

a burnt chip isn't always detectable by smell. the small voltages that can destroy internal components don't always produce enough current to cause sever burning damage. send it to a modder and have them take a look at it or try to find you another mobo or lastly get a new console.
