dont know what college your in, but i dont think they would care unless they are watching out for that kinda activity.

Most colleges do have some kind of cap on downloading and running servers all day. I've seen some CC's that just cap the bandwidth a dorm gets.

I wouldn't be using the college one but the actual public library. As for the bandwidth I doubt that anyone would ever notice. The people at the library aren't the smartest computer people.

In some cases it might be, such as if it is through your ISP but if you want one of the premium ones you have to pay, either in block downloads or monthly which has a limit.
