I believe the camera for video records in motion JPEG.

That's correct. Video capture is motion jpeg. The quality can be adjusted:

320 x 240 (15fps)
320 x 240 (30fps)
480 x 272 (15fps)
480 x 272 (30fps)

You can also change the image quality between "Standard" to "Fine", where the quality under "Fine" uses twice the capacity.

This might be a dumb question but in future updates could they make the camera record in MP4?

I don't get why it doesn't automatically record in MPEG4 since it's the PSP's "native" video format and is alot more flexible and compressible than Motion JPEG, which is dodgy s***.
