Yes you can but keep in mind that the more you compress the worse the video quality becomes. You simply need a scanner for the pics in the dvd case. As for the paper, the options are limitless. I use regular typing paper. I'm not going for the professional look, just a descent looking cover. It works well for me. However, if you want templates and alike, you can get supplies at http://www.neato.com or http://www.shop4tech.com at pretty good prices over retail stores.
I use http://www.cdcovers.cc But they seem to have lots of pop ups, so turn on those pop up blockers. They seem to have just about every kind of cover out there. I used regular inkjet paper, but have tried the DVD Cover paper from Supermedia. These are perf-cut and you just fold and tear after printing. Paper seems to be of a thicker stock than regular paper, and they come out great. Fit in both slim line and regular DVD cases.
Why compress to 2.2 gigs?
4.36 gigs is the norm and around 4.38 gigs is max!

Here's my favorite site with many labels for both wide/full screens/languages/Extra high resolution/custom/ and also disc covers.I really like the extra high resolution pics.About 2-4 mbs and they look original.These are covers the size of the original dvd vinyl cases. Go for the highest resolution for the best quality.
Find the title and cover you want/click on it to download it/right click save picture as/and create a folder called dvd covers and send them there.When you print,use the high quality settings and don't crop the photo. The picture will be actual case size,just got to snip off a little on the top/bottom/and sides.After the quick trimming,perfect cover!
My photo paper: I like a thinner inkjet paper so they can handle the flexibility of my normal dvd cases. I go with the HP everyday semi gloss photo paper. You get 100 sheets for under $8 and is a 6.5 mil thickness.I get mine at staples. My covers look just like the originals.
Unless you have a hell of a scanner,those covers will be lower quality.
I've probably downloaded 200+ disc and case covers there and haven't registered or paid anything. I just lurk in the shadows, LOL
That's my first site when I need a cover and they usually give you a slew of choices.Very nice,easy site.Just type in the name of movie in search bar and there you go.The worst part is I have dialup and takes forever on some of those 3+ mb covers but they are sweet!
