First, for MPEG1 good old TMPGenc could be used (it's free, for VCD MPEG1 files. You must pay the 'Plus' version only for MPEG2 files)
It's almost as fast as CCE (CCE is the BEST for SVCD).
But if you want to make a VCD with CCE...
Encode a full movie, first, join the sound and cut it into 2 later, if you need to.
To encode the audio into MP2 (mpeg layer 2) form you must:
1) open the AVI with VirtualDub.
Just to know, do File___File information. Probably you have MP3 (Mpeg Layer 3) 44.1 kHz audio [let's suppose you don't have AC3 sound] (48 kHs is for DVD, usually is 44.1 kHz which is ccomplyant with most of the sound cards).
Set Audio___Full processing mode. Do File___Save WAV. You'll create a 10.1 MB x minute WAV file, with the same sampling rate of the input file. If the file is smaller (about 250 MB for a 2h movie) than you have a compressed sound, like AC3, which VirtualDub cannot decompress.
Now start, say, HeadAC3he (also BeSweet, but it's more difficult, to learn), and if you need to, use it to change the WAV file to a 44.1 kHz 224 kbps (the default bitrate for MP2) MP2 file (check the box 'resample to...' if the audio sampling rate wasn't 44.1 kHz).
Now you have
1) a MPV video file
2) a MP2 file.
Not simply multiplex them: MPV + MP2 = MPG, with TMPGenc, MPEG-VCR (type: MPEG1 VCD or MPEG2 SVCD)...
Now you jutìst have to cut it, if size(MPG) > 835 MB. If you made a MPEG1, it's easy (it's CBR: half length = helf size). For a SVCD movie, which is VBR, I use a proper mpeg2 splitter to split into 2 halves the movie. Otherwise you must load the external WAV file you extracted with VirtualDub, and set the set the source range encoding, with the proper bitrate, half an AVI at a time. But it's a little more complicated than making it once + cutting it in 2 halves...
