I HAVE BEEN USING DVD Shrink AND DVD Decrypter FOR YEARS NOW AND I JUST GOT A NEW LAPTOP AND IT IS RUNNING WINDOWS XP PROFESSIONAL VERSION 2002 SERVICE PACK 2. EVERY TIME I TRY TO USE DVD Shrink OR DECRYPTER I GET A error and it says it does not support fat 32 any ideas?

Your new laptop is operating on the FAT32 system which cannot support files greater than 4. something gigs.
There is a way around this and somebody on this forum knows how to do it, but I've forgotten who.
The alternative is to convert your FAT32 system to NTFS.
Two points:- This is quite easy without losing any files or folders, but belongs in a different forum. And lose the capitals! It looks like you're shouting.

You also need to know the name of your hard drive, because it will ask a series of questions. Open My Computer and it may say something like C:\acer or C:\main or something. When it asks for the name of the drive enter Acer, not C:\Acer, (thats an example.)
Then it will go on to say that the volume needs to be dismounted enter y/n type n press enter.
The next step will say cannot convert because system is in use, do you want to convert next time system restarts. Type y press enter.
When it says drive will be converted next time system starts, close command prompt and all other programs and restart your computer. The disc check screen will run, then it will convert to ntfs and the computer will restart. Job done!

when i go to my computer and it show the c drive i check the properties info and it tell me that the system file is ntfs. i am confussed

Uninstall both shrink and decrypter, then reinstall them, see if this changes anything.

NOTE:
If its a new laptop running XP, the drive was most likely formatted using the NTFS file system. Shrink or decrypter should of told you what drive is using a fat32 file system, like this;
A DVD Devrypter log should state:
W 14:04:28 Drive D:\ (FAT32) does not support single files > 4 GB
in this case its the D:\ drive, do you have a second drive installed that may have been formatted using the fat32 system and are trying to store the video files there? What drive is displayed?
Another possibility (and most likely the case) is that your hard drive may have more than one partition, one formatted using the NTFS file system and the other Fat32 (possibly containing recovery information), the two partitions should showup as having different drive letters, you can either reformat the fat32 partition as NTFS by
Going to start and then run then type:
CMD
Now type in at c prompt... convert d: /fs:ntfs/v
here d: is the drive being converted
Or you can direct shrink or decrypter to store the video files on the NTFS partition.

Yes, as long as its been formatted using the NTFS file system, if not you'll need to reformat the drive (if you've got nothing worth keeping on it) or convert it as explained above. Take note of the drive letter that represents the drive (look in my computer) and have shrink or decrypter store the files there.

is there anyway to check what format my external drive is? when i do a properties check it say
type:local drive
file system:ntfs
so how do i know if it is fat 32 or not?

When you goto properties for the hard drive and look under file system, if it states NTFS, then that's what it is, like this;

No idea! Do as johnl123 says and look at your disks. Go to my computer, right click>manage>disc management, this will show all your drives and partitions.
My new computer came with the Fat32 system and I encounterd the same problem as you. Took me a while to figure out, but it is something to do with your partitions.

I DID WHAT YOU GUY SAID TO DO AND MY C DRIVE IS NTFS AND MY E DRIVE IS FAT32 AND MY F DRIVE WHICH IS AN EXTERNAL IS ALSO NTFS. I AM STILL LOST NEED MORE HELP THANKS, SORRY FOR THE CAPS

Make sure shrink or decrypter isn't set to store the video files on your E: drive or you will get an error that states;
W 14:04:28 Drive E:\ (FAT32) does not support single files > 4 GB
Have shrink or decrypter store the ripped files on either the C: drive or your F: external drive and you should be ok, the error should no longer appear.

You beat me to it. But is this just an allocation letter for a hard drive. My dvd drive is the E drive and is UDF file system!
Also it is best if all drives are either Fat32 or NTFS.
