Let me start off by saying that I have nothing against newbies as I was recently just one and I don't mind sharing my experience and insight for what little they are worth to others who are looking for help on this board.
But when newbies triple post in 3 different forums or when they post threads that arent even related to the forum they are in or when they are not even asking questions--- I would like to say---
AAAAAAAAAAAARRRRRRRRRRRRRRRGGGGGGGGGGGGGGGHHHHHHHHH!!!!!!!!!!!!!!!1

I'm still relatively new but I absolutely cannot believe the number of people who post asking how to burn downloaded movies or blockbuster rentals and then get all pissy when someone asks them to read the forum rules before they post. I dearly love this site, visit daily and would hate to see this site experience any difficulties because of these idiots. There, I feel better now. Thanks all.

One method to discourage new-new-new users from asking repeated questions would be to introduce a quarantine period of maybe 24hrs or so before they can post. But we have kinda mixed results from this in the past as DVDXCopy forums that we host has 48hrs quarantine period and we receive "hate mail" almost weekly from annoyed users because of this :-)
But how about couple of forums that everybody can read, but only Members or higher can post to?

I believe that is something one of the 'lesser' websites do and I think that is a good idea.
But I am nuts, so you probably want to ignore anything I say.

Im not sure about that - you may get a lot of potential users disappearing. It may be more prudent to have a beginner go here link cearly positioned when accessing the site. in it you can have the rules, etc...

For example, the Advanced DVD should be visible, but no posts for 7 days etc. Whilst DVD-R for newbies can be accessed immediately.
Thats what I think, anyway :-)

I wouldn't worry about not showing the rules -- newbies see annoying "splash screen" anyway every single time they start a new thread until their status gets to Jr. Member and that page describes what you can and can't do.
So, its not matter of not understanding what you can do, but simply ignoring plain rules. But then again, out of 1000 new members, 950 are just good users that should be welcomed, so any "Nazi regime" system enforced would ultimately turn some good new members down as well.
I would say that couple of new forums would do the trick, maybe just under one forum group, something like:
"Members' digital video forums" (or some better name for it):
-DVDR issues
-P2P forum
-DivX/XviD/etc
-VCD/SVCD/XSVCD
-Off-topic chat
Those five forums would be grouped under one main group and those forums could be read by anyone, but posted only by users with ranking with "Member" or higher.

Possible Junior Member or higher since there is good junior member input on the site. I havent been posting much recently cuz of uni and soccer training. When i get an hour i answer tonnes though :D

Praetor: I'm sorry if I sounded insulting or something, didn't mean to, but honestly I _don't_ remember when specific users got promoted to what levels -- we have, afterall 82,000 registered members and my altzheimerish memory can't really cope with that amount of users, so if I dont' remember everybody's girlfriends' names or dog's breeds or favourite beer brand, it's not really done to annoy anyone :-)

dRDs favourite breed of dog is Afghan.
His favourite beer is in fact not beer, but Smirnoff ICE.
His girlfriend's name is m'am
His hair is long, in a ponytail, (greying a little) and he weighs approximately 65 kilos (expect around Christmas, when it is closer to 70).
His eyes are blueish grey and he smokes roll-ups that look suspiciously like prison issue.
He lives between the A4 and M4 in Ealing and works in Heathrow for an Italian import company.
