NTSC PS3 and PAL games on Old Style TV plus online gaming ?

I have been reading a lot about PS3 and it's region free capabilities which is why I decided that I want to get a PS2 from the US as it's cheaper.

Now - I have an old TV. It can display both PAL and NTSC via scart.
I read in another thread that an NTSC PS3 will only output NTSC or HD images. So if you have a HDTV you are good to go, but if you have a regular TV, it will not output the PAL game you want to play?
So basically - if you have an old TV (compatible with any INput) you pretty much are region locked because of the output signal. The PS3 won't give you a picture, unless you have a HDTV, is this right?

Another question: If I want to play Army of Two with my buddy who has a PAL PS3 running a PAL game and I have an NTSC PS3 with a PAL game, will we be able to play together?

I am sorry if this has been asked before, but there are so many people contradicting eachother that I don't know what to think anymore
