Set your U/L at options>speed guide>connection type and utorrent will adjust things for you. Pick the speed closest to 351 kb and also do a speedtest at various times to get a good average, Cable will fluctuate quite a bit. Your utorrent speeds will be up and down depending on many factors, keep an eye on it over a couple of downloads.

No, that can be normal. I have seen my download go from 350 kB/s to 5 kB/s and that was on a private site where uploading is guaranteed. Just keep an eye on it.

Know I answered this before, odd. Just change UPnP back on at options>preferences>connection and upload to 0 or whatever you had it at but before you do, try this torrent. Should show good speed, it's 2.4.0 here: http://distribution.openoffice.org/p2p/ Let it run for 15 minutes or so and you can try it with and without the green.

Ok, let's start over, I'm a bit confused which isn't hard. Isn't that what you wanted? I'm assuming you disabled UPnp again and set your upload at SpeedGuide. I'm also guessing you didn't get to try that OpenOffice torrent with a green light or did you and it shows slower on red as it should? And have a look at that firewalled jpg, there may be something in it. Have you added any kind of firewall since including Window's?

The green light will take a few minutes to show up when you open a torrent in case that's the issue but you can do a port check at options>speed guide. Don't know if this is the case normally but if utorrent had a torrent open, port check didn't work for me.

It will probably change back on it's own with UPnP disabled, mine used to go from green to yellow randomly, at idle or something. Doesn't make sense for it not to if things are the same. While you're at it, you can enable Protocol Encryption: http://forums.afterdawn.com/thread_view.cfm/395674 May help too.

This is curious, something had to change. Where your computer connects to the box that is connected to the wall by a cord, does that box have one computer connection or several, most router's have 4? And what model number is it, should be a sticker on the bottom or back or somewhere on it?
