Here are 3 pieces of information you have.
1. Torrent file name (i.e. Friends.avi.torrent)
2. Announce URL (i.e. http://torrents.net:6800/announce)
3. Info Hash (i.e. 6b214289c9fd27033652b54e3)

These are the only 3 information available. And the question is that is it possible to actually locate and download the torrent file? Such as using a particular program to locate the actual torrent file.
