Format hdd via your pc. But truth be told you can not really delete all the data from any hdd, a lot of it can be recovered with the right programs and stuff.
The only certain way to make sure none of your data ever remains on a hdd is to destroy the hdd, literally get a hammer and smash the glass platters to bits.
But using a proper formatting program you can format it on your pc them put it back in the ps3. Or you can sell ps3 without the hdd. Some people will buy a ps3 for spares and repairs, and I assume you will be doing that if you are selling your ps3 "as is".
Selling a faulty ps3 with or without a hdd wont reduce the price you will get for it much, unless its a 320gb hdd.

With the right software there is no way in hell the data can be recovered when formatting it with your computer. If you only use the windows formatting tool the data can be recovered easily. But for example O&O total erase will delete the data and overwrite the whole harddrive with useless binary code several times. There are other programs, freeware too, which do the same.
