Burning A 3.9gb VOB to 4.7gb DVD+R

The VOB file on my computer is 3.9 GBs. When I move the file to my DVD using NERO OEM the file jumps to 9 GBs. What's the cause for this jump in memory? How can I burn the 3.9 GBs file on one DVD+R?

What do you mean by "source"? I used bitorrent to get the VOB to my hardrive. The file is comprised of nine episodes of star trek - enterprise. Each episode contains a IFO file, a BUP file, and a VOB file.
