Well i created the .cue file as you have it in the guide and it doesn't seem to be working. if i play the bin file with my VLC player it works fine, but when i try to play the cue file i created all i get is static sound and no picture. Could i be doing something wrong. here is what i wrote in notepad to create it.
FILE^"troy1-fezvcd.BIN"^BINARY
TRACK^1^MODE2/2352
INDEX^01^00:00:00
I put the ^ in there just to show you where there are spaces between what i wrote, i did not actually put those on the cue sheet.
Is that right?
And how should it be saved? as a text file or as troy1.cue, and there is a drop down box when i try to save it that has options about encoding, the default is ANSI, they also have Unicode, Unicode big endian, and UTF-8. which is right?
now the actual file name was troy1-fezvcd it did not say troy1-fezvcd.bin but i added that part because thet is how it was written in the guide. I am going to play them on a PS2, not a stand alone DVD player.

P.S. i did ask this question in the Newbie section first, but because they are new to the process no one could do anything other than point me to the guide which i have already read through.

It is a movie (Troy) i am trying to create a cue file for, not a PS2 game. I just want to be able to play it back on my PS2. That is why i posted it here rather than in the PS2 section.

my bad, I don't have a PS2 and forgot they play movies.

Your questions are confusing. Here is what to do:
Use the following tools and guides to make a DVD from AVI and the like:
1. winrar
http://www.rarsoft.com/rar/wrar320.exe
It doesn't expire, all that happens is you get a 'Nag-Screen' which pops up when you open winrar, saying licence has expired, or something close to that, but you can still use it ok.
a) OK, you open the .rar file or open any one of the rar files, then you extract it. Rar files vary in format, they can be .rar, .r01, .r02, .001, .002, and etc... -- What I do is usually extract the .rar file and if it doesn't exist, I open the last highest number rar file and extract that.
b) This should extract 2 files for you. A .bin and .cue file. Once, you have your .bin and .cue file, you should delete those rar files now to free up some space.
2. isobuster

3. TMPGEnc (1:1 VGA & no borders keep aspect ratio)
http://www.videohelp.com/tmpgencdvd.htm
4. TMPGEnc DVD Author (create menues and stuff)
http://www.dvd-guides.com/content/view/53/59/
Total process takes at least an hour & 1/2.

5. burn dvd with nero
