"Unable to connect" when transfering to PC

Using Bluetooth, I can send files to another cell phone, receive files from PC but will not detect the phone when trying to send to PC. I right click on icon in system tray and click on Receive File and on my phone I goto the pic I want to transfer and choose Copy and then choose my computer.... This is when the phone says "Unable to Connect" Am I doing this wrong??
