Problem With External HD Enclosure

I recently purchased a Rosewill RX32 external hard drive enclosure with USB 2.0. I put a 40 GB Maxtor hard drive in it. I then followed the included instructions to hook it up to my Windows XP Pro computer. A little balloon came up stating that it had found new hardware, and then it changed to say that it had recognized it as
a USB Mass Storage Device. About 10 seconds later, it said that the installation of the new hardware had failed. Now, every time I try to plug it in again, the
Windows XP sound plays (the one that always plays when something is inserted), and less than a second later it plays the standard "unplug/remove" sound. So it recognizes something, but it still doesn't work. What else should I try?
