i have downloaded a mp3 file and it is poor quality!is there a way to get better quality:D

No. Unless the files is just recorded low. If it sounds good but is a little low then you could use Mp3 Gain to "Fix it".

unless its what diabolos said, there is nothing you can do. there is an old saying when it comes audio video editing, crap in is crap out.
