Overclocking is were a consumer increases the speed of the processor, graphic card, etc.

This increases the hardwares performance, but can cause serious damage to the unit due to overheating. This also voids your warranty. Overclocking is not encouraged for Novices.

what's a good AMD processor speed for video-editing, photo-editing, office applications, and surfing the net? I don't plan to oc.

I depends on your budget, but if money is not an object than I would go with the process with the highest clockspeed.
