ok Ive asked before but didnt really get an answer..dont know if the answer is out here somewhere so here goes...

I am using 3 diff news servers offered by my isp to get a speed of 140 kb/s but sometimes 2 go idle and it will drop to 30-40 kb/s.... can I fix this?? also are there any servers I can use for free that arent from my isp??? or how can I speed mine up?? is my software limiting speeds or is it the server itself???
