I guess all of those who got problems with torrent speed got SP 2. Well theres your problem! Windows XP SP2 limits the number of possible TCP connection attempts per second to 10 from an unlimited number in SP1. There are fixes around possible in your favourite orrent web page. Just look for SP 2 fix.

just to clarify - it doesn't block more then ten connections

it limits no more then ten half open connections, they are different things
