My buffer is at max is that the way it should be? If not how do I lower it?

Your OK. If the buffer is full you have enough data supply to the burner drive. If it was real low or empty you would probably end up with burn errors or an abort.

Not only is it ok, but you want your buffer full. If it doesn't fill up you might have a problem.
