what is a TAR file ? and why do most game downloads coem in them?

its a format of compression, as you say download makes it smaller...

like WinZIP or winrar etc...

Tar is short for "tape archive" and is a file archive format found on Unix/Linux operating systems. What kind of games are these? It would be surprising to find games for the Windows OS packaged with them.

Thats scary!!!

TAR files are generally not compressed; simply added together into a single file. Most programs that will handle .ZIP or other archive formats will also handle .TAR files.

How can I extract a tar.gz or .tgz file?
Files with extension tar.gz or .tgz are tar files compressed with gzip. On Unix extract them with:
gunzip < file.tar.gz | tar xvf -
gunzip < file.tgz | tar xvf -
