What DVD authoring programs allow AC3 audio streams?

Two DVD authoring programs I have used won't let me use AC3 for some reason. .

TmpgEnc DVD Author 1.6 won't do AC3 for me. . .

I have the codec for AC3, I know because i'm able to play it.

I think when I load ac3's into DVD Author 1.6 it says like "it's an illegal file" or something.
