Is there a utility that does all or most of the following for mp3's:

split, fade, convert to wav, covert kbps, and tag.

for editing give audacity a try, for encoding and tagging use dBPower AMP

For the best quality mp3s use EAC (exact audio copy) to rip your audio CDs and LAME to encode them. Follow this guide:
