It seems that I can't find the files at http://www.mp3dev.org/mp3/ Can anyone please tell me where I can find LAME ACM and LAME COM?

Also how to install them once I download them?

That package includes both, as well as the traditional LAME encoder.

When I try to download these 2 files, they say:

You don't have permission to access /LameACM090d.zip on this server.

You don't have permission to access /lamecom.zip on this server.

However, I can download any other files hosted at afterdawn.com.

You're using some download assistant or using rmb->"save as". We added "leechblockers" to our site few months ago, so now all the software requires you to pass an HTTP_REFERER. Just left-mb the download button without _any_ download assistants and it works.
