Plextors are some of the finest burners available so my first choice would be the Plextor PX-716 UF. It weighs in at $209 which is a bit over your budget but worth it in my estimation,
My second choice would be the Pioneer DVR-S806 since Pioneer is on par with Plextor as far as quality and performance. An OEM drive goes for $150 here,

I forgot to mention that it'd be a good idea to make sure your PC has USB 2.0 support since the 1.1 spec isn't able to allow the drive to perform at it's best. USB 2.0 controllers will be listed as "enhanced" in Device Manager :)

And if not, what do you have to do to make them 2.0?
I hope I get an answer quick, because Dell Small Business has the Plextor PX-716 UF on sale for $183.00 and I ordered it. If not compatable, I will have to cancel.

Purchased the Plextor 716-UF. Use it exclusively at work. This USB drive rocks. Also, just backed up the computer files that are most important to me.
I bring my DVD's to work (I am part owner) and while at my desk, using IE, MS Word, AOL, etc., I use DVDShrink and Nero and get flawless DVD's. I am also using Verbat Data Life Plus media. Burn at 8x and PQ is fantasic. Can recommend is very highly to anyone who wants a great, quiet, and fast USB device.
