Bilingual Audio on VCD- Video Discs

I have some VCDs have bilingual narration/audio channels built-in in which the left audio channel carries English; left, Madarin.

Just wondering to create similar VCDs for my own, which software do I need to do this? How to create/merge the audio files? Steps/guides are greatly appreciated.

Also, is it possible to have the background music separated from the narration audio tracks.
