converting 4:3 dvd to 16:9 DVD

i have this dvd that the aspect ratio was incorrect, it is supposed to bea 16:9 dvd, but somehow its a 4:3 dvd, is there anyway I can change the aspect ratio to 16:9 and reburn the dvd on another disc? I assume I need to use something like tpmpeg? Any tutorials on how to do this?

Have you tried it both on a PC as well as stand-alone DVD player?
I'm asking because now and then I have encountered DVD movies that
are in widescreen format but they will play in 4:3 unless I set my
stand-alone DVD player to "letterbox".

If it really is encoded to 4:3 then the easiest way may be to use
DVD2SVCD. In the Misc tab you can set source and dest type both
to DVD. Then in the Conversion tab there's a drop-down "Aspect Ratio Out" where you can select 16x9. The rest is fairly automatic. You might want to adjust the quality down to speed up reencoding, but that
depends on your preference. :)
