DVD burner burning at wrong speed

I have a dvd burner (single layer), i have no idea what the brand is,*correction* "it is a micro advantage 8dvdrw-b13 model number DVDRW1008IM". Anyway my problem is that no matter what i'm trying to burn dvds or cds and no matter what speed i select it will never burn at any speed faster than 1.9X. By the way this is a 8x burner, its a year or 2 old and it's only started doing this recently. thanks in advance for any help.
