Should I go to a torrent site or use a program like bitlord to upload the file?

what would be the best way to do this?

When you make a torrent you need to give it a tracker. I suggest
http://tracker.prq.to/announce

It's a free tracker which allows many people to connect to many peers etc. It's a worldwide tracker, but make sure you have the intention of actually seeding it, no point in uploading a torrent then never uploading it.

You should host it on a site like http://www.mininova.org

ps. Use Bitlord to create the torrent.

on the mininova page it says Info URL:. What could that one mean?

Is that where I put the tracker url?

No, the tracker URL goes into the tracker URL on BitLord when your creating the torrent, just leave the INFO URL box blank.
