Sudden CPU Usage increase

This has been happening for quite some time now. Whatever I am doing in the computer, no matter how simple the task is, there are occasional "hang-ups" that cause the computer to respond too slowly for a while, then return to normal. It is only recently that I found out it was caused by a sudden increase in the CPU usage, often by the "services.exe" process. Any ideas on why this happens and any suggestions to resolve this? It's kinda annoying already. Any help would be greatly appreciated. Thanks in advance.

Here are the specs of my PC:

Processor: Intel Pentium 4 2.4Ghz
Memory: 2 sticks 256MB DDR
Operating System: Windows 2000 Professional
Video Card: Nvdia GeForce 4 MX440

If you guys need more info to help, just let me know what they are.

Those are the processes that (I think) are already present after startup. I did not include others in the list as of writing this message (ex: FireFox.exe, ypager.exe, etc.) because I'm quite sure the problem still occurs without those.

do a search for each meaning as i think the 1st 3 are part of windows. especially check this wowowexec.exe, Defwatch.exe & DLLHOST.exe
