what are the best settings for BitLord to achieve full speed. because my speed is 2-10 KB's and my connection speed is 512 Kb's download and 128 KB's upload

well my friend has 512kbps and his max dload is 36kbps!

if you make sure u dload a file with lots of seeds you should be fine. thats what i found anyway (even tho im a dial-upper!!)
