Would it help the speed of my dvd drives ( a rom drive and a +rw drive)
if i were to switch them to the primary Ide rather then secondary?

No it shouldn't. The only thing I can think of that might help (I don't think this will either) is if you have 40-wire IDE cables and you switch to 80-wire IDE cables. But your drives are told by firmware and media what speeds to be limited at.

thanks, i already tried it with one drive and got horrible results (it seemed slower then before)
