I don't know what your talking about when you say sysreset, but mIRC is a client for connecting to IRC (internet relay chat). Besides chatting, you can also download files from it. (Similar to p2p and bit torrents.) Check out http://www.ircspy.com for more details, they have many guides on how to use mIRC and other apps, and it is also a search engine for finding files. mIRC is worth the $30 or whatever to register it, and yes I recommend it. Once you get the hang of it its very easy to use.
