ok look for your mobo manual. for jumper settings:

first look for clear-cmos
that is bios memory it is a jumper close by mobo battery that has 3 pins 1-2-3 an two positions clear or default read in your manual which one is clear so remove the pin cap and set it to clear for example pin 1-2 clear pin 2-3 default or normal depens on your mobo.

if clearing the bios doesnt work then check all the hardware again like reseating video card, memory and even cpu one other think amd cpu socket a are not for noobies to install because the fan has to be properly attach or the bios wont let pc to boot in order to protect cpu from burning amd cpus get fry pretty easy..

so:

1-clear cmos/bios look for jumpers settings on manual
2-if clearing cmos doesnt work reseat everything
3-check that the power supply is properly conected
4-since your video card is not new make sure is not damage
try it with another video card

hope this help if not let me know

also remember there are jumper settings for each specific type of processor, based (i believe) on the fsb. in your motherboard manual you should find the jumper orders for the specifics of your processor.

your motherboard manual will include an illustration of your motherboard, with the jumpers labelled and what position to put them on for which chips on a page nearby. it varies from board to board, but they're probably very close to your cmos battery.
