Try Power Video Converter or Advanced X Video Converter.

@ scf_au : i 'm waiting for his reply as once the file is converted, i probably would suggest tmpgenc/or the dvd author buddy. In the chapter cut section he would be able to cut the 28 secs but depending where it is , like in the middle he would have to Demux and remux the audio otherwise it will be out of sync

Sorry about that, but I'm thinking the two programs can do it anyway.

convert the file with vso DivX to dvd.The file will then be in the dvd movie or mpeg2 format which you require.

Load yourfile into TMPGEnc dvd author and follow the prompts. You will eventually get to this screen

Select chapter cut edit from the tab at the top.

this is the next screen, where you will be able to cut the 28 secs via a frame to frame method.

If you get stuck, either repost/use the online manual or check out the guides tab at the top of the page and you will find a basic and advanced tutorial for this program

VirtualDubMod SHOULD be the best tool for your job if it is an .AVI. You probably didn't have it set up 100% correctly. Did you have it set to "direct stream copy" for both video AND audio? All you have to do with virtualdubmod is jump to an I frame where you want to start cutting, hit the Home button on keyboard, then jump to an I frame at the end of where you want cut, hit the End button. Then in the menus either hit cut or delete, I forget. It then removes that block from the timeline. Then just hit home at the start of the movie, and end at the end of the movie. And just save the new file. I've done it a couple of times, the description may not be 100% accurate, but with experimentation should work for you.
