Emule LOWID without router and firewall

I keep getting a lowid. I moved and changed service from a cable modem on comcast to verizon DSL. I have hooked directly to the dsl modem to eliminate my router. winxp firewall is disabled. I have tried several different ports, but they always fail when I test them.
Does anyone have any ideas?

I am running norton security, but I even disabled that.

I do not know what else to try
