I got an old computer that doesnt work anymore but i know the hard drive is still good. i was wondering if i could hook up the old hard drive to my new pc and format the old hard drive. is that possible? and if it is, do i need to install a new operating system ? how do i go about doing that when i am runing both drives ?

will give you a total of 100gig but will be 2 seperate drives as in c: & d:. anytime you load a program on, try to install it onto the new drive. another option is to ghost the c:40gig onto the d:60gig & reconfiure the jumpers around so the 60 is now master & the 40 is now slave.
