You should google "IP Spoofer", i think thats what you're looking for.

Alternatively, you could look at free proxies available on the net.

Since this is posted in the file sharing forum, I am assuming you mean i.p concealing with regards to p2p / bittorrent...

In which case, the best program in my opinion is peerguardian2 - blocks all the major corps including the RIAA and the like. Also, it updates itself regularly. Really, you shouldn't P2P without it.

Heh, if only. There are various things you can try...proxies....Tor network and so on. But for the time being only 2-3 people in the world have been sued for bittorrent downloading so peerguardian is more than enough to cover your tracks for the time being.
