i need to know a program that makes a movie audio surround sound and higher audio quality and if there is a guide please post it

if you have a movie file with poor audio quality, there is little you can do to improve it. It most likely has a low bitrate, and re-encoding it won't make any difference. Like the saying goes, you can't make chicken soup from chicken sh*t...

For the best quality mp3s use EAC (exact audio copy) to rip your audio CDs and LAME to encode them. Follow this guide:
